This includes state highways, county roads, and public roads.

“Every member of a road construction or maintenance crew, whether employed by the State Highway Department or county commissioners of any county, and every road contractor or subcontractor of the Highway Department or county commissioners and their employees, shall keep fires under control and confined to the right-of-way of any state, county, or public road or highway on and adjacent to which the crew, contractor, subcontractor, and employees are employed.”
